THE COMMUNITY OF SAN JUAN COTZAL THEY KNOW THEIR POSITION IN RELATION TO THE PRESENCE OF HYDROELECTRIC POWER POLE AND PALO VIEJO VIEJO 1 2 ENTERPRISE ENEL.
1. Our community of San Juan were Cotzal was seriously damaged by the policies of scorched earth: these damages have not been repaired. Today after 14 years since the signing of peace agreements, we are indigenous peoples were once again violated our rights, the state has acted without consulting the indigenous peoples, as it should do if they comply with International Labor Organization Convention 169 , ratified by the State of Guatemala and the United Nations Declaration on the Rights of Indigenous Peoples. Multinational companies have established themselves in our territory without consulting and without our permission, ENEL COMPANY AFTER TWO YEARS OF OUR LAND HAS VIOLATED OUR RIGHTS OF INDIGENOUS COMMUNITIES.
2. According to the rights that are established in the Political Constitution of the Republic of Guatemala and the international conventions and especially under Article 45 of the Political Constitution of the Republic of Guatemala, WE, THE COMMUNITY THAT WE HAVE DECIDED THE COTZAL Jan. 3 to begin a peaceful resistance ENEL NOT ORDER THE COMPANY CONTINUES TO TRICK OUR COMMUNITY, FOR ENEL assumes its responsibility to compensate the DAMAGE CAUSED BY CONSTRUCTION OF HYDROELECTRIC POWER IN THE TERRITORY OF PALO VIEJO COTZAL, damages for having usurped our land, our rivers, our mountains, our forests, our way of living in the community. ENEL REQUIRED TO LISTEN TO THE PEOPLE THAT IS THE LAWFUL OWNER OF THE LAND.
3. Faced with this situation and to try to open a dialogue with ENEL, three meetings were held on 3 , 17:31 January 2011. In these meetings We found a lack of will by ENEL to respond to legitimate demands of the legitimate owners of the mountains, rivers and forests. The present government of Guatemala, taking advantage of the needs dictated by poverty and extreme poverty in our communities, has come to offer projects to divert attention and the real purpose of defending the ENEL, which has agreements without informing them 'refer to the community. Now the Government is to offer to provide, within 15 days the results of studies (social and environmental impact of hydroelectric power), when hundreds years the State of Guatemala has left the abandonment of our community. If we ENEL is required because the State and the Government of Guatemala does not compete with their obligations, however, sell our natural resources. It's another infringement on our rights inherited from our ancestors, Maya. We demand our rights in the mountains, rivers and forests that are the ones who give birth to our indigenous communities, to our daughters and our children, to future generations, this is what we are requiring ENEL and the government must respect our legitimate rights.

5. 6. CHIEDIAMO AL GOVERNO DEL GUATEMALA DI NON INVIARE SOLDATI NE’ DISTACCAMENTI MILITARI perché sono quelli che causarono massacri e terra bruciata durante il conflitto armato. Quello di cui hanno bisogno le nostre comunità è il rispetto delle loro vite, della loro dignità, dei loro diritti, NON PIÙ ESERCITO, NON PIÙ VIOLENZA NÉ TERRORE DA PARTE DELL’ESERCITO WITHIN Ixil, WE DO NOT WANT THE STATE OF SIEGE, ONLY WANT YOU COMPLY WITH OUR RIGHTS.
7. Even now LIABLE ENEL COMPANY, THE CITY OF SAN JUAN COTZAL OF GUATEMALA AND THE STATE OF ANY ATTACK THAT MAY SUFFER OUR LEADERS , the Community authorities and the population in general, according to the complaint made public THREAT OF WHICH HAS BEEN THE VICTIM COMMUNITY BUENOS AIRES.
8. TO COMUNITÀ INTERNAZIONALE CHIEDIAMO APPOGGIO, solo stiamo chiedendo che rispettino la nostra vita, la dignità dei nostri figli, stiamo chiedendo il rispetto dei nostri diritti sulle risorse dei nostri territori. VI CHIEDIAMO DI STARE IN ALLERTA PERCHÉ PER IL SOLO FATTO DI CHIEDERE IL RISPETTO DEI NOSTRI DIRITTI POSSIAMO ESSERE VITTIME DI REPRESSIONE, SEQUESTRO PERSECUZIONE, COME È GIÀ ACCADUTO IN ALTRE REGIONI DEL PAESE.
