The concern of organizations is not unjustified. A report released by the Mutual Support Group (GAM) revealed that only the first 15 days of the year took place 122 violent deaths and 45 people were injured in the severe form. The figures worry even more if you look together at the level of cruelty of the attacks and the index of impunity of the accused.
is important to note that according to information from the GAM, from January 2008 to June 2010, the Ministry of Interior has had five different administrations and nothing has been able to significantly decrease the violence and to prevent the deterioration of security in the country.
"Apart from statistical fluctuations, very restless and the fierce cruelty with which he committed the acts, a tendency to authoritarianism and the pursuit of justice itself, in addition to high rates of impunity, generated largely by parallel bodies, which continue to act in and out of the state apparatus, "said the FOSS.
For this situation, the Forum calls on the executive and judicial powers to implement rules that ensure justice and security in Guatemala, such as: the Framework Law of the National Security Law on Firearms and Procurement, Law on the penitentiary system, the strengthening of the Criminal Law and Law Against Organized Crime.
the same lines, remember the importance of strengthening the prosecutor and to advance policy in the National Security and Criminal Policy of the State of Guatemala, as in the reform of the National Civil Police and other areas of security.
Requests the Forum are also directed to the National Congress. In the release, the FOSS urges legislators to approve the reforms of the Organic Law of the Public Prosecutor, the Defence Act, Habeas Corpus and Constitutional Law on the opinion of the complaints, the law against illicit enrichment, and other rules of the National Association for the Advancement of Security and Justice (ANASJ).
"The FOSS recognizes that the adoption of the Law of Private Security Services and the Law of Extinction of Domain, late last year, are the basic steps, but still insufficient for the strengthening of security systems and justice in Guatemala" , stresses the statement.
But in the press there are only questions. In the document, the Forum also highlights the work of the International Commission against Impunity (CICIG), expresses satisfaction with the decision of the Secretary General of the United Nations to renew the mandate of CICG in the country for another two years.
"We recognize that the implementation of the Commission has been and continues to be the key to clarifying cases of high impact, with a view to achieving, in accordance with its mandate, the disruption of the mechanisms that generate impunity in Guatemala."
