A LA COMUNIDAD NACIONAL E INTERNACIONAL, A LOS SEÑORES EMBAJADORES PRESENTES EN NUESTRO PAIS, AL SEÑOR EMBAJADOR DE ITALIA, AL PUEBLO ITALIANO.
Las comunidades de San Juan Cotzal dan a conocer su posicion en relacion a la presencia de la hidroelectrica palo viejo 1 y palo viejo 2 de la empresa ENEL
1). Las comunidades de san Juan Cotzal fuimos afectados seriamente por las politicas del estado de la tierra arrasada, las cualeas no han sido curadas, hoy despues de 14 años de la firma de los Acuerdos de paz, nosotros los pueblos indigenas nuevamente han sido violentados nuestros derechos, el estado sin consultar a los pueblos indigenas como lo estipula el Convenio 169 de la OIT, la declaracion de las naciones unidas sobre los derechos de los pueblos indigenas ratificadas por el estado de Guatemala.
Las empresas transnacionales se han instalado en nuestro territorio sin consulta y sin nuestro consentimiento, la empresa ENEL despues de dos años de presencia en nuestro territorio ha violentado nuestros derechos como comunidades indigenas.
2). Con base a nuestros derechos consignados en la constitucion politica de la republica de Guatemala y los convienios internacionales, las comunidades de cotzal con base al articulo 45 de la constitucion politica de la republica de Guatemala el tres de enero haciendo uso de este derecho decidimos ir a la resistencia pacifica como una manera de que la empresa ENEL no siga engañando a nuestras comunidades, que ENEL resarsir s responsibility to assume its the damage it has caused hydroelectric project in the territory Cotzal old stick, to usurp our land, our rivers, our mountains, our forests, how we live as communities, has an obligation to listen to the people who are legitimate owners of the territory.
3). This has led to just three meetings of understanding with ENEL, held on, 03, 17 and 31 January of 2.011, which saw a lack of willingness on the part of the company ENEL to meet the legitimate demands of its rightful owners of these mountains, rivers and forests. In the case of the present Government of Guatemala, taking advantage of needs of poverty and extreme poverty in our communities came to deliver projects as a way to divert the attention, defending ENEL with whom did business without informing or consular communities. Comes now the Government to provide studies and results in 15 days, when hundreds of years the state of Guatemala has left abandoned to our communities.
If We demand to ENEL's because state and Gobiernod of Guatemala does not meet their obligations but sell our natural resources. This is another violation of our rights inherited from our ancestors Maya. We demand our rights over the mountains, rivers and forests are that give life to our indigenous communities, our daughters and sons, to future generations, is what we are requiring ENEL and the government must respect our legitimate rights.
4). The communities of San Juan Cotzal provided the opportunity for the company to an understanding, but given the unwillingness of the company ENEL to a dialogue in good faith, once again the community took the right of peaceful resistance in the territory of the concentrates from date in the community of San Felipe Chenla.
5). We request the Government of the Republic of Guatemala to act in defense of our rights as stipulated in the constitution and not act alone to the interest of big businessmen who come to appropriate the natural resources of our indigenous territories.

6). We request the Government of Guatemala does not send troops or military bases on our territory because it is they who caused massacres and scorched earth during the armed conflict, our communities need is respect for life, their dignity, their rights.
No more army, no more violence and terror of the army in the Ixil area, we want a state of siege, only ask that you respect our rights.
7). Since the company responsible and ENEL, the municipality of San Juan Cotzal and the state of Guatemala from any attack that may occur to our leaders, community officials and general population, based on public complaints of threats that has been the community of Buenos Aires.
8). The international community will ask for your support, we're just asking for respect for our life, our children's dignity and respect of our rights over the resources of our territories.
We asked to be alert for asking for respect for our rights we be victims of repression, kidnapping, persecution as has happened in other regions.
