Report incontro Comitato Promotore Referendum Acqua Pubblica – PD

Rome, November 11, 2010 The meeting was attended

: Stella Bianchi and Giovanni Lattanzi for P arthritis D emocratico; Enzo Vitalesta, Corrado Oddi, Paul Carsetti Simona Savini and the Organizing Committee of the referendum for public water.

Stella White explained how the meeting they requested arises from the commitment made by the Democratic Party to maintain an open dialogue with the organizing committee for the three referendum, and has also briefly explained the bill introduced by PD public water, emphasizing as this is aimed to give a strong role to the Area Authority and the supervisory authority which would be enhanced, while maintaining an industrial management in accordance with the three classical forms (total public capital SpA, SpA SpA mixed or private), including the preferred PD form the total public capital, all subject to the protection of water resources and quality of service. Stella Bianchi went on to say that despite the differences of opinion already explained in the previous meeting, the PD side of the battle against the referendum and privatization imposed by law Ronchi.

part of the Organising Committee was first highlighted the lack of a continuation of the comparison by the PD, which has put the submission of a water law while committed to respond to the Forum of the Movements of Water on a restart of contributions to the path of the law of popular initiative currently lying in the Commission Environment of the Chamber of Deputies.

Substance of the Bill of PD has been emphasized as being negative and contradictory in the eyes of those who sided openly for public water. The proposal provides for a national fund for investment and, simultaneously, managing only entrusted to SpA which would nevertheless be provided for remuneration "industrial activity". This contradiction, however, constitutes a condition of enforceability by the European Community, as public funding SpA to constitute "state aid" and therefore incompatible with EU treaties.

In the first articles of the same law also states that water is a common good, while acknowledging it as a significant economic impact. For our part it was reiterated that there is no middle way between these two concepts that are opposed to us.

Regarding the next steps to be put in place has been exposed to the campaign for the request for a moratorium and the abolition of the Ronchi Decree Aato by suspending the effects until the referendum, and the right al voto entro il 2011.

Compared to the response to a commitment by the PD to restart the course of our popular law was assured that, at the time the bill introduced by the PD, which is still being defined, will be deposited and scheduling will be required to PD also part of the scheduling of the bill submitted by popular initiative of the Italian Forum of Water Movements in 2007.

The meeting was then concluded with the hiring of clear commitment from the Democratic Party.
